A Senate Joint Resolution concerning
Groundwater Protection
FOR the purpose of requesting the Governor to designate the
Department of Health and Mental Hygiene as the lead agency
in the State concerning groundwater protection; providing
certain purposes concerning groundwater protection for the
Department of Health and Mental Hygiene, the Department of
Agriculture, and the Department of Natural Resources;
providing for the establishment of an Interagency
Coordinating Council for Groundwater Protection; providing
for the membership and functions of the Council; providing
for a monitoring and testing program for certain
groundwaters; providing for the implementation of this
program on a certain date; providing for the contents and
methods of the program implementing a strategy for
groundwater protection; providing for reports under this
Resolution on certain dates; and generally relating to
administrative monitoring of groundwater in the State for
certain protection purposes.
WHEREAS, There is a need to protect the groundwater supplies
of Maryland from contamination and depletion; and
WHEREAS, There needs to be a comprehensive approach to the
development and implementation of a groundwater protection
management strategy; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested:
(1) To designate the Department of Health and Mental
Hygiene as the lead agency in the State for developing,
coordinating, and planning groundwater protection policies;
programs, and strategies in the State;
(2) To require the Departments of Agriculture and
Natural Resources and any other appropriate units of State
government to work cooperatively with the Department of Health
and Mental Hygiene which is the lead agency for groundwater
protection in the State, in the development, coordination, and
planning of groundwater protection policies, programs, and
strategies in the State; and be it further
