document, the Comptroller may apply to the circuit court of the
county in which the person was served for an order requiring
compliance. The Comptroller's application shall be accompanied by
a copy of the subpoena and proof of service. Failure to obey an
order of the court subjects the person to the same penalties as
in the case of a witness subpoenaed by the court in the trial of
a civil action.
(d) The enforcement unit shall cooperate with and assist
the federal government, other states, and local government units,
and the law enforcement personnel thereof, in enforcing the
provisions specified in subsection (b).
(e) The Comptroller's office shall pay the salaries and
expenses of all Maryland State Police personnel assigned to the
enforcement unit. The Maryland State Police shall assist the
enforcement unit in carrying out the provisions of this section.
(f) The powers granted by this section are in addition to
any other powers granted to the Comptroller or his agent pursuant
to the provisions specified in subsection (b).
Article - Transportation

(c) (1) There shall be maintained in the Transportation
Trust Fund one or more sinking fund accounts to which shall be
credited and from which shall be paid, from the proceeds of the
taxes levied and imposed for that purpose or from any other funds
of the Department, amounts sufficient at all times to meet the
debt service on all bonds of prior issues and consolidated
transportation bonds from time to time outstanding and unpaid.
(2) The Gasoline and Motor Vehicle Revenue Account,
the Driver Education Account, and the Motorcycle Safety Program
Account shall be maintained in the Transportation Trust Fund.
(3) There is a Transportation Revenue Stabilization
Account in the Transportation Trust Fund. The revenues collected
from the proceeds of the tax imposed by Article 56, [§ 136(k)] §
136(F) of the Code, after deductions provided by law, shall be
credited to the account for the purpose of a reserve fund for the
State's future transportation needs and for the purpose of
allowing the General Assembly sufficient time to receive,
evaluate, and act on the report and recommendations to be
submitted pursuant to Section 8-403(e) of this article. It is
the intent of the General Assembly that no funds shall be
distributed from this account until the General Assembly enacts
legislation which provides for the allocation, distribution, and
use of highway user revenues in the Gasoline and Motor Vehicle
Revenue Account and the allocation, distribution, and- use of
revenues in the Transportation Revenue Sharing Account. If the
General Assembly determines by joint resolution that no change
should be made in the manner of distribution and allocation of
