SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - State Government

(c)[A} (1) SUBJECT TO PARAGRAPH (2) OF THIS SUBSECTION, A
custodian shall deny inspection of the part of a public record
that contains the home address or telephone number of an employee
of a unit or instrumentality of the State or of a political
subdivision unless:
[(1)] (I) the employee gives permission for the
inspection; or
[(2)] (II) the unit or instrumentality that employes
the individual determines that inspection is needed to protect
the public interest.
(2) THE BOARD OF TRUSTEES FOR MARYLAND STATE
RETIREMENT AND PENSION SYSTEMS SHALL ADOPT REGULATIONS GOVERNING
THE INSPECTION AND PUBLICATION OF THE NAME AND LATEST KNOWN HOME
ADDRESS OF EACH RETIRED STATE EMPLOYEE; AND THE INSPECTION AND
PUBLICATION OF A PERIODIC SUPPLEMENTAL LIST OF CHANGES OF ADDRESS
AND DEATHS SINCE THE PUBLICATION OF THE LAST COMPLETE LISTING.
THE REGULATIONS SHALL INCLUDE:
(I) PROVISIONS FOR THE EXCLUSION FROM
INSPECTION AND PUBLICATION OF THE NAME AND HOME ADDRESS OF EACH
RETIRED STATE EMPLOYEE WHO SO INDICATES; AND
(II) PROCEDURES AND STANDARDS FOR THE APPROVAL
OR DENIAL OF AN APPLICATION REQUEST FOR INSPECTION AND
PUBLICATION FROM ANY PERSON OR GOVERNMENTAL UNIT SEEKING THE LIST
OR ITS SUPPLEMENTS.
Article 73B - Pensions
164.
(1) THE BOARD OF TRUSTEES FOR THE MARYLAND STATE RETIREMENT
AND PENSION SYSTEMS SHALL ADOPT REGULATIONS TO PERMIT A PUBLIC
EMPLOYEE ORGANIZATION TO OBTAIN, FOR A REASONABLE FEE, ON AN
ANNUAL BASIS:
(A) THE NAME AND LAST KNOWN ADDRESS OF EACH MEMBER
WHO IS AN APPLICANT FOR RETIREMENT;
(B) THE NAME AND LAST KNOWN ADDRESS OF EACH RETIREE
MEMBER WHO DIED IN THE LAST YEAR; AND
(C) ANY CHANGE IN THE ADDRESS SINCE THE PREVIOUS YEAR
OF A RETIREE.
