(3) (2) [Class A (passenger) vehicle] VEHICLE
registration plates or validation tabs shall be issued and
displayed in accordance with a schedule established by the
Administrator.

(4) (3) Any new registration OR RENEWAL [of a Class A
(passenger) vehicle] issued during the year may be issued
initially for other than a 12-month period to facilitate an equal
volume of monthly issuances. The registration fee will be
prorated for the period issued.

(5) (4) For the purpose of maintaining relatively

uniform work loads, monthly volumes of registration renewals

shall be evaluated from time to time and any portion of a monthly

issuance may be rescheduled by applying a different expiration
date and prorating the fee accordingly.

(6) (5) The refund of registration fees on surrender
of the registration card and unused registration plates provided
in § 13-938 of this article shall be made to the owner only if
the return is made prior to the expiration date of the
registration period for which application for refund is made.

(7) (6) Whenever a prorated fee is assessed, the
amount shall be calculated by multiplying one-twelfth of the
applicable fee by the number of months for which the issuance or
renewal is made and the resultant figure shall be adjusted to
the nearest dollar amount.

(E) IF THE ADMINISTRATION ADOPTS A SYSTEM OF STAGGERED

REGISTRATION, IT MAY PROMULGATES RULES AND REGULATIONS TO

IMPLEMENT THE SYSTEM.

(E) THE ADMINISTRATION MAY ADOPT RULES AND REGULATIONS TO
IMPLEMENT AND OPERATE A STAGGERED REGISTRATION SYSTEM.

SECTION 2 3. AND BE IT FURTHER ENACTED, That during each of
the months October through June, 24.325 percent of registration
fees collected under § 13-912 of this article shall be
distributed to Baltimore City. During each of the months October
through June, 24.325 percent of the registration fees collected
under § 13-912 of this article shall be distributed to the
counties and municipalities in accordance with §§ 8-404 and 8-405
of this article. During the month of June of each fiscal year
beginning in fiscal year 1988, the Department shall review the
distribution of fees collected under § 13-912 of this article for
that fiscal year to determine if the following distribution has
occurred: 17.5 percent to Baltimore City; 17.5 percent to the
counties and municipalities; and 65 percent to the Department of
Transportation. If it is found that the total fiscal year
distribution of those fees does not equal this distribution, the
Department of Transportation is then authorized to shall adjust
the distribution of those fees to achieve that distribution in
the next fiscal year.
