(a) The owner of a registered vehicle may apply for renewal
of the registration on the form that the Administration requires.
(b)(1) At any time before or after a registration expires,
the Administration may accept applications for renewal of
registration, grant the renewal, and issue new registration cards
and plates or validation tabs.
(2) A person may not display the new registration
plates or the new validation tabs on a vehicle before THE FIRST
DAY OF THE MONTH THAT IS 12 MONTHS PRIOR TO THE MONTH THE
REGISTRATION EXPIRES(:
(i) March 1 for those registrations that expire
on March 31;
(ii) April 1 for those registrations that
expire on April 30; or
(iii) May 1 for those registrations that expire
on May 31].

(a) When registered with the Administration, every
passenger car and station wagon, except as otherwise provided in
this part, is a Class A (passenger) vehicle.
(b) For each Class A (passenger) vehicle, the annual
registration fee is:
(1) For a vehicle with a manufacturer's shipping
weight of 3,700 pounds or less -- $20; and
(2) For a vehicle with a manufacturer's shipping
weight of more than 3,700 pounds -- $30.
(c) Notwithstanding any provision of this subtitle to the
contrary, the [Administrator] ADMINISTRATION may adopt a system
of staggered registration FOR THE FOLLOWING MOTOR VEHICLE
CLASSES: A, B, C, D, E (UP TO 7,000 POUNDS MAXIMUM GROSS VEHICLE
WEIGHT), J, L, AND M [for Class A (passenger) vehicles, except
those Class A vehicle registrations specifically exempted by the
Administrator].
(d)(1) If a staggered registration system is adopted by
the Administrator, the provisions of this subsection shall apply.
(2) During the registration period in which the
system is initiated, [ Class A (passenger) ] vehicle
registrations may be issued for periods varying from 7 months to
[16] 18 months with fees prorated according to the number of
months for which the registration is issued.
