application for registration by a professional solicitor or
renewal of registration shall be accompanied by an annual fee of
$200. A partnership, corporation, or other entity which intends
to act as a professional solicitor, may register for and pay a
single fee of $200 on behalf of all its members, officers,
agents, [and] employees, [except] AND solicitors. All other
persons employed to work under its direction, including
solicitors, must be listed in the application, or be filed with
the Secretary of State within 10 days of employment.

(a) A person may not act as a solicitor for a professional
solicitor engaged by a charitable organization unless that person
has first BEEN registered with the Secretary of State BY THE
PROFESSIONAL SOLICITOR. Applications for registration shall be
in the form and contain such information as may be prescribed by
the Secretary of State, and shall be under oath. The application
for registration by a solicitor or renewal of registration shall
be accompanied by an annual fee of [$25.] $10.
(b) Each registration is valid for 1 year and may be
renewed for additional 1-year periods upon application to the
Secretary of State and payment of the [$25] $10 renewal fee.
(c) (1) If the Secretary of State finds that the registrant
has complied with the requirements of this subtitle and the rules
and regulations adopted pursuant to it, the registration shall be
approved.
(2) If the registration is not approved or denied
within 30 days of its receipt, the registration shall be deemed
approved.
(3) (i) An applicant whose application for
registration is denied may, within 30 days from the date of
notification of the denial, request in writing a hearing before
the Secretary of State.
(ii) A hearing shall be held within 60 days
from the date the Secretary of State receives the request.
(d) A solicitor may not solicit funds from the public for a
professional solicitor unless the professional solicitor has
registered with the Secretary of State and can demonstrate
evidence of such registration.
(c) A solicitor shall maintain for a period of not less
than 3 years after the completion of each fund raising drive;
campaign, or event, records which shall accurately reflect all
compensation received for services rendered, whether paid by a
professional solicitor or by a charitable organization. A
solicitor shall open the records to the Secretary of State for
review and reproduction at any hearing called by the Secretary of
State.
