FOR the purpose of providing that certain employees may request
the deduction of organization dues from wages or salary
under certain circumstances; requiring that funds deducted
be paid to the organizations; providing for cancellation of
the deduction; providing for the adoption of rules and
regulations; and generally relating to the deduction of
organization dues from wages or salary for certain employees
in this State.
BY repealing and reenacting, with amendments,
Article 64A - Merit System

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 64A - Merit System
38A.
(a) Except as provided in subsections (b) and (c) of this
section and notwithstanding any other law to the contrary, the
Central Payroll Bureau in the office of the Comptroller of the
Treasury shall handle and provide for the payment of all salaries
and wages (including custody and maintenance of all supporting
papers and records) for and to all officers and employees of the
State or any agency thereof whose salaries or wages are paid from
funds appropriated by the General Assembly, including officers or
employees of the University of Maryland and the Department of
Transportation, and all their offices, branches, and units.
(b) Notwithstanding any of the provisions of subsection (a)
to the contrary, with respect to any officers or employees
therein designated whose salaries or wages are not, on July 1,
1973, handled by the Central Payroll Bureau, the Bureau shall
commence such handling at such date or dates as may be designated
by the Governor from time to time.
(c) Notwithstanding any of the provisions or definitions of
this article to the contrary, the term "employee" as used in this
section shall include nonclassified employees as well as
classified employees. In the event of any questions as to who
shall be deemed officers or employees under the provisions of
this section, the matter shall be resolved by the Secretary of
Personnel.
(D) (1) (I) ON WRITTEN REQUEST OF AN EMPLOYEE, THE CENTRAL
PAYROLL BUREAU SHALL DEDUCT ORGANIZATION DUES FROM THE EMPLOYEE'S
WAGES OR SALARY.
