(11)  MAKE RECOMMENDATIONS ON THE CERTIFICATION AND
ELIGIBILITY OF HISTORIC PROPERTIES FOR TAX INCENTIVES AND OTHER
PROGRAMS OF PUBLIC ASSISTANCE;

(12)  PROVIDE PUBLIC INFORMATION, EDUCATION, AND
TRAINING RELATING TO HISTORIC PRESERVATION;

(13)  ENCOURAGE PUBLIC INTEREST AND PARTICIPATION IN
HISTORIC PRESERVATION;

(14)  ADVISE AND ASSIST THE STATE HISTORIC
PRESERVATION OFFICER ON MATTERS RELATING TO THE IMPLEMENTATION OF
THE OFFICER'S RESPONSIBILITIES;

(15)  ADVISE THE GOVERNOR AND GENERAL ASSEMBLY ON
MATTERS RELATING TO HISTORIC PRESERVATION; AND

(16)  SUBMIT ANNUALLY TO THE GOVERNOR AND, SUBJECT TO
§ 2-1312 OF THE STATE GOVERNMENT ARTICLE, TO THE GENERAL ASSEMBLY
A REPORT OF ITS ACTIVITIES DURING THE PRECEDING YEAR TOGETHER
WITH ANY RECOMMENDATIONS FOR ACTIONS THAT, IN THE JUDGMENT OF THE
TRUST ARE NECESSARY AND APPROPRIATE TO FURTHER THE PURPOSES OF
THE TRUST.

[The trustees shall elect one of their number to serve as
chairman.] ANNUALLY, FROM AMONG THEIR MEMBERS, THE TRUSTEES
SHALL ELECT A CHAIRMAN, A VICE CHAIRMAN, AND A TREASURER. THE
MANNER OF ELECTION OF OFFICERS SHALL BE DETERMINED BY THE
TRUSTEES. The trustees shall meet at places and dates to be
determined by the trustees not less than two times a year. [The
director shall serve as secretary to the board.] Special
meetings shall be called by the director upon order of the
chairman on the chairman's own initiative and must be called by
the director at the request of four or more trustees. All
trustees shall be notified by the director in writing of the time
and place of all meetings at least seven days in advance of such
meeting, except that meetings may be held on shorter notice if
all trustees shall agree. [Six] EIGHT trustees shall constitute
a quorum. [In the event that at any time there is no director of
the Trust, his duties and powers shall devolve upon the
chairman.]

[181G.

The trustees may appoint from without their number a
Director of the Maryland Historical Trust and other employees and
assistants, to direct and administer the activities of the Trust
subject to the direction and control of the trustees. The
Director and other employees are deemed to be unclassified
employees of the State of Maryland, and their salaries shall be
set by the Secretary of Personnel after consultation with the
Secretary of Economic and Community Development and the trustees.
The Director and other employees of the Trust shall serve at the
will of the trustees.]
