(2) Of the 9 members from the general public, at
least 1 shall be a provider of drug abuse treatment services.
(3) THE STUDENT MEMBER:
(I) MAY BE FROM A PUBLIC OR PRIVATE INSTITUTION
IN THE STATE;
(II) MAY BE FROM A HIGH SCHOOL, COLLEGE, OR
UNIVERSITY IN THE STATE;
(III) SHALL BE A FULL-TIME STUDENT;
(IV) SHALL HAVE FULL VOTING RIGHTS; AND
(V) SHALL SERVE FOR 1 YEAR BEGINNING ON
SEPTEMBER 1 §.; AND
(VI) SHALL BE A MEMBER OF THE GOVERNOR'S YOUTH
ADVISORY COUNCIL.
(b) An ex officio member of the State Advisory Council may
designate a representative to act on behalf of that member.
(c) A member of the State Advisory Council is not a State
employee because of the membership.
(d) (1) [The] EXCEPT FOR THE STUDENT MEMBER, THE term
of an appointed member is 3 years and begins on January 1.
(2) [The] EXCEPT FOR THE TERM OF THE STUDENT
MEMBER, THE terms of the appointed members are staggered as
required by the terms provided for appointed members of the State
Advisory Council on July 1, 1982. The terms of one third of
those members end each year.
(3) At the end of a term, a member continues to serve
until a successor is appointed and qualifies.
(4) A member who is appointed after a term has begun
serves only for the rest of the term and until a successor is
appointed and qualifies.
(E) A MEMBER SHALL BE A RESIDENT OF THE STATE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.
