(XVII) STUDENTS THE GOVERNOR'S YOUTH ADVISORY
COUNCIL, AS PROVIDED IN SUBSECTION (B)(5) OF THIS SECTION.

(b) (1) [The] EXCEPT FOR THE STUDENT GOVERNOR'S YOUTH
ADVISORY COUNCIL MEMBER, THE term of a member is 3 years.

(2)   [The] EXCEPT FOR THE TERM OF THE STUDENT
GOVERNOR'S YOUTH ADVISORY COUNCIL MEMBER, THE terms of the
members are staggered as required by the terms of the members of
the State Advisory Council on July 1, 1982. The terms of one
third of those members end each year.

(3)  At the end of a term, a member continues to serve
until a successor is appointed and qualifies.

(4)  A member who is appointed after a term has begun
serves only for the rest of the term and until a successor is
appointed and qualifies.

(5) THE STUDENT MEMBER.

(I) MAY BE FROM A PUBLIC OR PRIVATE INSTITUTION
IN THE STATE;

(II) MAY BE FROM A HIGH SCHOOL, COLLEGE, OR
UNIVERSITY IN THE STATE;

(III) SHALL BE FULL-TIME STUDENT;
(IV) SHALL HAVE FULL VOTING RIGHTS; AND
