(2)  Advise the State Board of Education on policy
matters in the administration of programs in the 5-year State
plan, annual program plan, and accountability report;

(3)  Designate one of its members to help formulate
the 5-year State plan for vocational-technical education;

(4)  Help formulate the annual program plan and
accountability report; and

(5)  Monitor the vocational program evaluations of the
State Board of Education.] SHALL:

(1)  MEET WITH THE STATE BOARD OF EDUCATION OR ITS
REPRESENTATIVES TO ADVISE AND ASSIST IN DEVELOPING STATE PLANS
FOR VOCATIONAL-TECHNICAL EDUCATION;.

(2)  REVIEW AND COMMENT FOR THE RECORD ON STATE PLANS
OR AMENDMENTS TO STATE PLANS FOR VOCATIONAL-TECHNICAL EDUCATION
PRIOR TO SUBMISSION TO THE U.S. SECRETARY OF EDUCATION;

(3)  STUDY, REPORT, AND RECOMMEND TO THE STATE BOARD
OF EDUCATION ON:

(I)  THE EXTENT TO WHICH SPECIAL POPULATIONS ARE
PROVIDED EQUAL ACCESS TO' QUALITY VOCATIONAL-EDUCATION PROGRAMS;

(II)  THE AVAILABILITY OF VOCATIONAL-TECHNICAL
ACTIVITIES AND SERVICES WITHIN THE STATE;

(III)  THE ESTABLISHMENT OF TECHNICAL
COMMITTEES;

(IV)  THE CONDUCT OF VOCATIONAL-TECHNICAL
EDUCATION PROGRAMS CONDUCTED IN THE STATE WHICH EMPHASIZE THE USE
OF BUSINESS CONCERNS AND LABOR ORGANIZATIONS;

(V)  PROCEDURES TO ENSURE AND ENHANCE THE
PARTICIPATION OF THE PUBLIC IN THE PROVISION OF
VOCATIONAL-TECHNICAL EDUCATION AT THE LOCAL LEVEL WITHIN THE
STATE, PARTICULARLY THE PARTICIPATION OF LOCAL EMPLOYERS AND
LOCAL LABOR ORGANIZATIONS;

(VI)  POLICIES THE STATE SHOULD PURSUE TO
STRENGTHEN VOCATIONAL-TECHNICAL EDUCATION WITH PARTICULAR
ATTENTION TO PROGRAMS FOR THE HANDICAPPED;

(VII)  INITIATIVES AND METHODS THE PRIVATE
SECTOR COULD UNDERTAKE TO ASSIST IN THE MODERNIZATION OF
VOCATIONAL-TECHNICAL EDUCATION PROGRAMS;

(VIII)  THE DISTRIBUTION OF ALL VOCATIONAL
EDUCATION FUNDS WITHIN THE STATE INCLUDING FEDERAL FINANCIAL
ASSISTANCE FURNISHED UNDER THE CARL D. PERKINS VOCATIONAL
EDUCATION ACT;
