(2) A member appointed to fill a vacancy serves
[only] for the remainder of that term.

[(e)] (F) Each member of the Council:

(1)  Serves without compensation; and

(2)  Is entitled to reimbursement for expenses in
accordance with the standard State travel regulations.

21-103.

(a)  Each year, the State [Advisory] Council:

(1)  Shall elect one of its members REPRESENTING THE
PRIVATE SECTOR as its chairman; and

(2)  May elect any other officer it requires.

(b)  The Council:

(1)  May determine the time and place of its meetings;

(2)  Shall meet at least once every 3 months;

(3)  Shall hold at least one public meeting each year
to give the public an opportunity to express views on vocational
education; and

(4)  May adopt rules for the conduct of its meetings.

21-104.

[(a)] In addition to any other power granted or duty
imposed, the State [Advisory] Council on Vocational-Technical
Education [has the powers and duties set forth in this section.

(b) The Council shall:

(1) Advise and assist the State Board of Education in
developing:

(i) The 5-year State plan for
vocational-technical education;

(ii) The annual program plan and accountability
report;

(iii) Plans for evaluating the effectiveness of
each program in the State plan; and

(iv) Standards to be used by public secondary
schools for selecting students for vocational-technical education
programs; and
