alcoholics as defined in § 8-101(c) of the Health - General
Article.

(b) The funds may be invested, without prior court
authorization, in direct unconditional interest-bearing
obligations of this [state] STATE or of the United States, in
banks and savings and loan associations whose deposits are
federally insured and in obligations the interest and principal
of which are unconditionally guaranteed by the United States.

(b) After the date fixed for compliance by any order issued
under [subparagraph] SUBSECTION (a) of this section, the
Commissioner shall order an out-of-state bank holding company or
its subsidiary to divest any shares of a bank acquired under this
subtitle after the Commissioner's determination that a holding
company or its subsidiary continues to own shares of stock in a
bank located in this State in violation of § 5-903 or of its
agreement under § 5-904(a) of this subtitle.
(c) An out-of-state bank holding company or its subsidiary
thereof shall divest any shares of a bank that it has acquired
under this subtitle within 2 years of the date an order issued
under [subparagraph] SUBSECTION (b) of this section becomes
final. The Commissioner may permit the divestiture to be made at
some later date if the Commissioner determines that the
divestiture would be detrimental to the public interest for
economic reasons.
13-102.
(a) The General Assembly makes the following findings:
(4) The control or abatement of pollution of the
environment of the State, including that by noise, is necessary
to retain existing industry and commercial enterprises in, and
attract new industry and commercial enterprises [to] TO, the
State and to protect the health, welfare, and safety of the
citizens of the State, to protect the natural resources of the
State, and to encourage the economic development of the State;

The Authority shall:
(1) Keep proper records of its funds and accounts;
(2) Make an annual report on its condition and
operations to the Governor, the Maryland General Assembly in
accordance with Article 40, § 51 of the Code, and the chairman of
