the [Joint Committee on Budget and Audit] JOINT BUDGET AND AUDIT
COMMITTEE of the Maryland General Assembly; and
(3) Be audited annually.
13-121.
(c) The Authorized Purpose Insurance Fund shall be used:
(1) For the purposes described in § 13-131 of this
subtitle; and
(2) To pay any and all expenses of the Authority,
including, by way of example:
(i) Any and all expenses for administrative,
legal, actuarial, and other services; and
(ii) All costs, charges, fees, and expenses of
the Authority related to the authorizing, preparing, printing,
selling, issuing and insuring of authorized purpose
[obligations,] OBLIGATIONS (including, by way of example,
authorized purpose obligations, the proceeds of which are used to
refinance or refund outstanding authorized purpose [obligations)]
OBLIGATIONS), and the funding of reserves.

(d) A determination by the [Authority] AUTHORITY, in
accordance with this Part V OF THIS SUBTITLE, shall remain
effective throughout the period during which the financial
assistance provided by the Authority is in effect.
13-137.
(a) The Authority may not charge any premium for insurance
if the Authority determines [that] THAT, at the time of approval
of insurance, the facility, energy project, or business with
respect to which insurance is provided by the Authority is
located in a county where the average unemployment rate is at
least 1 percent greater than the average unemployment rate for
the United States, as determined in accordance with this section.

Article - Health - Environmental
(d) [(1)] Notwithstanding the provisions of subsection
(b)(7)(ii) of this section, regarding the labeling requirements
for a food that is made from 2 or more ingredients, spices,
flavorings, and coloring ingredients may be designated as
"spices", "flavorings", and "colorings", without naming each
specific item. However, this exception does not apply if the
food product ITSELF is sold as a spice, flavoring, or food
coloring.
