require monthly reporting; Section 8A-13, title "Operational
requirements; tests" to provide for performance tests as set
forth in the franchise agreement; Section 8A-14, title "Public
Hearings" to allow for consideration of achievement of
affirmative action goals and ordering introduction of services;
Section 8A-16, title "Assignment or transfer" to allow County
approval of transfer; Section 8A-17, title "Revocation;
nonrenewal of franchise", to provide remedies for nonrenewal and
expand continuity of service requirements; Section 8A-18, title
"Administration", for the purpose of providing a requirement for
County Council approval of certain actions of the County
Executive pertaining to the law and the franchise agreement and
procedures for such approval; Section 8A-19, title "General
Provision", to increase the required security deposit; and by
adding new Section 8A-22, title "Cable Communications
Prohibition of anti-competitive conduct", for the purpose of
prohibiting anti-competitive conduct with respect to the cable
communications system by adopting certain portions of the
Maryland Antitrust Act; and to provide for certain other
technical amendments.

AN EMERGENCY ACT to amend Subsection (a) of Section 49-58,
title "Payment of assessments; due date; interest and/or
penalties; deferral of payments." of Chapter 49, title "Streets
and Roads" of the Montgomery County Code 1972, as amended, for
the purpose of changing the time period within which installment
payments on front foot benefit assessments are to begin.
