Laws of Montgomery County, 1983
AN ACT to amend Chapter 20, title "Finance", of the
Montgomery County Code 1972, as amended, by repealing and
reenacting with amendments Sections 20-32, 20-33, 20-34, and
20-35, and adding a new Section 20-36A to Article VI, title "Bond
Guarantee Program", to increase the amount of revenue bonds of
the Housing Opportunities Commission that are guaranteed by the
County from $10,000,000 to $25,000,000, to provide for the
submission of additional information, to authorize the County
Executive to defer the furnishing of information, to provide that
the County Council shall hold a public hearing within 45 days, to
provide for the allocation of $10,000,000 of the guarantee as
requested by the Housing Opportunities Commission to finance
mortgage loans and to fund related reserves and costs, and to
generally implement Section 15, Article 44A, Annotated Code of
Maryland.

AN EMERGENCY ACT to amend Chapter 19A, titled "Ethics" of
the Montgomery County Code, 1972, as amended, by repealing and
reenacting with amendments Section 19A-4, title "Definitions", to
add a certain category of gifts to the definition of "Lobbyist",
and to change the reference in the definition of "Registrant" to
Section 19A-18; to repeal and reenact with amendments Section
19A-5(a), (b) and (c) to provide for a new five-member Ethics
Commission and establish certain qualifications and to make a
technical correction; to add a new subsection (k) to Section
19A-5 to permit the Ethics Commission to extend certain
deadlines; to repeal and reenact with amendments Section
19A-13(f) to delete certain conflicting provisions for retaining
records; to add a new subsection (a)(9) to Section 19A-16 to
specify conditions under which charitable organizations are
subject to the requirements of Article V, entitled "Lobbying
Disclosure"; to repeal and reenact with amendments Section 19A-21
to add a provision for public inspection of registration
documents; and, to add a new transitional section for
establishing a new Ethics Commission.
