AN EMERGENCY ACT to amend Chapter 1 of the Laws of
Montgomery County 1983 for the purpose of deferring the
implementation of Article V, title, "Lobbying Disclosure" of
Chapter 19A, title "Ethics" of the Montgomery County Code 1972,
as amended.

Effective December 22, 1982.

4, title "Department of Environmental Protection" of Article III,
title "Executive Branch" of Chapter 2, title "Administration" and
to amend Section 27A-2, title, "Definitions" of Chapter 27A,
title "Individual Water Supply and Sewage Disposal Systems" of
the . Montgomery County Code 1972, as amended, to transfer
responsibilities of administering individual water supply and
sewage disposal systems from the Director of the Department of
Environmental Protection to the County Health Officer.

AN EMERGENCY ACT to amend Chapter 22 of, the Laws of
Montgomery County 1983, for the purpose of amending Section 1-18,
title "Civil Fines and Procedures" of Chapter 1, title "General
Provisions" of the Montgomery County Code 1972, as amended, to
provide procedures for prosecution, enforcement and appeal of
civil penalties, to specify rights of defendants, to require
criminal burden of proof, to require proof of identification, and
generally relating to civil penalties.

Effective January 20, 1983.
