AN EMERGENCY ACT to amend Chapter 35, title "Police" of the
Montgomery County Code 1972, as amended, by adding new Section
35-13A, title "Anti-Hate/Violence Fund" for the purpose of
establishing a fund to pay for information leading to certain
arrests or apprehensions.

AN EMERGENCY ACT to amend Chapter 44A, title "Secondhand
Precious Metals Dealers" of the Montgomery County Code 1972, as
amended, for the purpose of revising the scope of the Chapter to
cover secondhand personal property other than precious metals; to
establish licensing, recordkeeping, reporting and holding
requirements for persons engaged in the business of obtaining
secondhand personal property; to permit sales by minors; to
provide exemption for consignees; to exempt property purchased at
public sales; to provide for the exemption of certain dealers by
executive regulation; to permit the use of certain reports for
identification of stolen property; to eliminate requirements for
fixed business locations; to provide for the County to obtain
restitution on behalf of injured parties; and to revise
procedures for appealing certain administrative actions.

Effective December 22, 1982.
