establishing a public ethics law for Montgomery County; to make
certain legislative findings and a statement of policy with
respect to public ethics; to define terms in the public ethics
law; to establish a Montgomery County Ethics Commission to
administer the public ethics law; to prohibit conflicts of
interest; to require certain persons to file financial disclosure
statements; to require registration by, and certain information
from, persons engaged in lobbying; to provide for enforcement of
the provisions of the Act; and to repeal and reenact, with
amendments, Sections 11B-45 through 11B-69, of Article VIII,
"Ethics and Public Service and Contracting," of Chapter 11B,
title "Contracts, Procurement Matters and Public Ethics" of the
Montgomery County Code 1972, as amended.

Effective January 1, 1983.

Chapter 2

Laws of Montgomery County County, 1983

AN ACT to amend section 24-9, title "Smoking prohibitions
and restrictions" of Chapter 24, title "Health and Sanitation" of
the Montgomery County Code 1972, as amended, to prohibit smoking
in certain areas, except under certain conditions; to require
that employers consider the needs of nonsmoking employees; and to
modify responsibility for obtaining compliance.

Effective November 15, 1982.

Laws of Montgomery County, 1983

AN ACT to amend Chapter 49, title "Streets and Roads" of the
Montgomery County Code, 1972, as amended (1977 Repl. Vol.), by
repealing and reenacting with amendments Section 49-40, title
"Street and Road Bonds" of Article II, title "Road Construction
Code," to provide alternative methods of regulation of
subdivision streets and roads by allowing a developer (i) to post
the performance bond required under the current law; or (ii) to
post a stabilization bond under the conditions specified by
existing law; or (iii) to post a certificate of guarantee from an
organization which meets the requirements set forth herein and
which unconditionally guarantees completion, including any
