in the Compensatory Education Funds Program and consider an
alternative method. The State Board shall report its
recommendations, including any appropriate legislation, to the
Governor and the General Assembly by December 1, 1984.
SECTION 5. AND BE IT FURTHER ENACTED, That, in order to
further enhance the accountability provisions of this Act, the
Task Force to Study the Funding of Public Education shall study:
(1) methods to require increased county education funding
efforts, and (2) implementing a cost of education index. The
Task Force shall report their recommendations, including any
appropriate legislation, to the Governor and General Assembly by
December 1, 1984.
SECTION 6. AND BE IT FURTHER ENACTED, That if any provision
of this Act or the application thereof to any person or
circumstance is held invalid for any reason in a court of
competent jurisdiction, the invalidity does not affect other
provisions or any other application of this Act which can be
given effect without the invalid provision or application, and
for this purpose the provisions of this Act are declared
severable.
SECTION 3 7. AND BE IT FURTHER ENACTED, That, unless
otherwise provided by law, the provisions of this Act, as
codified in Title 5, Subtitle 4 of the Education Article shall
terminate and be of no effect after June 30, 1989 December 31,
1989. The Governor and the Legislative Policy Committee of the
General Assembly shall, by November 1, 1987, review the
effectiveness of the planning and accountability requirements set
forth in Title 5, Subtitle 4 of the Education Article and
determine the need for program modification, or continuation, or
both.
SECTION 4 8. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1984.
