BOARD IN IMPLEMENTATION OF THE ACCOUNTABILITY PLAN AND
ACHIEVEMENT OF THE SPECIFIED OBJECTIVES AND GOALS OF IMPROVING

THE QUALITY OF CLASSROOM EDUCATIONAL SERVICES CLASSROOM

INSTRUCTION AND STUDENT PERFORMANCE AS REQUIRED BY THIS SUBTITLE.

(9) (10) REPORT ANY NONCOMPLIANCE TO THE STATE BOARD
AND STATE SUPERINTENDENT, BY DECEMBER 1 OF EACH YEAR FOR THE
STATE BOARD'S REVIEW AND ACTION INCLUDING ANY RECOMMENDATIONS FOR
THE WITHHOLDING OF FUNDS.

(10)(11) REPORT TO THE GOVERNOR, THE LEGISLATIVE
POLICY COMMITTEE OF THE GENERAL ASSEMBLY, AND THE GOVERNOR,
LEGISLATIVE POLICY COMMITTEE OF THE GENERAL ASSEMBLY AND THE
STATE BOARD BY JANUARY DECEMBER 1 OF EACH YEAR AS TO THE
IMPLEMENTATION AND ACCOMPLISHMENTS UNDER THIS SUBTITLE.

THE STATE BOARD SHALL PRESENT THE REPORT IT RECEIVES FROM
THE TASK FORCE BY JANUARY 1 OF EACH YEAR TO THE GOVERNOR AND TO

THE LEGISLATIVE POLICY COMMITTEE OF THE GENERAL ASSEMBLY. THE

STATE BOARD MAY ALSO INCLUDE ITS FINDINGS ON THE EXPENDITURE OF
THE ADDITIONAL STATE AID TO PUBLIC EDUCATION.

THE STATE BOARD MAY PRESENT ITS FINDINGS ON THE EXPENDITURE
OF THE ADDITIONAL STATE AID TO PUBLIC EDUCATION, WITH RESPECT TO
THE REPORT WHICH IT RECEIVES FROM THE TASK FORCE AS PROVIDED
UNDER SECTION 5-406 OF THIS SUBTITLE, TO THE GOVERNOR AND TO THE
LEGISLATIVE POLICY COMMITTEE OF THE GENERAL ASSEMBLY BY JANUARY 1
OF EACH YEAR.

SECTION 2. AND BE IT FURTHER ENACTED, That of the
additional amounts to be received by Baltimore City for fiscal
year 1985 under this Act, up to $1,000,000 may be used to defray
expenses incurred in fiscal year 1984.

SECTION 3. AND BE IT FURTHER ENACTED, That the
Accountability Task Force shall develop specific accountability
procedures and shall report their recommendations, including any
appropriate legislation, to the General Assembly, Governor,' and
the State Board of Education by December 1, 1984.

SECTION 4. AND BE IT FURTHER ENACTED, That, in order to
further enhance the accountability provisions of this Act, the
State Board of Education shall develop recommendations with
respect to: annual teacher evaluations; teacher preparation and

certification; continuing teacher education/training;

certification in critical areas of critical teacher shortage; and
minimum requirements for teaching and tenure. The, State Board
shall also review the accuracy of the "Chapter I Eligible Count"
