individuals currently receiving Mental
Retardation and Developmental Disabilities
Administration services and the potential
eligibility of individuals who are currently
receiving or eligible for services provided by
other State agencies and Departments; and
C. Hold public hearings on the definitional options
under consideration prior to the formal
submission of a recommendation(s) to the
Governor.
V. Recommendations
On or before September 1, 1985, the Commission shall
submit to the Governor its recommendations, including
any proposed draft legislation revising Title 7 of the
Health General Article of the Code. In preparing
draft legislation, the Commission shall:
A. Include the definition of developmental
disability determined by the Governor to be
appropriate for the State;
B. Retain the philosophical orientation relating to
the concept of "normalization" and the provision
of services in the least restrictive environment
that is available and appropriate.
C. Provide a fiscal note and appropriate analysis
on the impact of adopting the draft legislation.
D. Include such conforming amendments to other
Articles of the Annotated Code as necessary and
appropriate;
E. Solicit the technical advice of the staff of the
Commission to Revise the Annotated Code of
Maryland.
VI. Advisory Council - Demonstration Project
The Commission shall serve as the Advisory Council to
the Mental Retardation and Developmental Disabilities
Administration for the administration and conduct of
the Developmental Disabilities Demonstration Project
by the University of Maryland Medical School at the
Walter P. Carter Center. The Commission shall receive
periodic updates on the progress of this Demonstration
Project.
