FOR the purpose of urging the local governing bodies of each
county and Baltimore City to give priority to community
crime prevention programs and to set aside in their federal
grant applications, a percentage for neighborhood crime
prevention programs.
WHEREAS, The General Assembly of Maryland finds that crime
prevention programs that are conceived and operated by the
community which they serve offer effective and long-term means of
combatting crime; and
WHEREAS, The Maryland Chiefs of Police Association, the
Maryland State Sheriff's Association and the Maryland State's
Attorneys' Association support community crime prevention
programs and work closely with community groups to combat crime;
and
WHEREAS, The National Crime Prevention Coalition in 1983
selected Maryland as the State with the best community crime
prevention program in the nation; and
WHEREAS, Under provisions of federal legislation which has
passed the House of Representatives and the Senate and may be
enacted in 1984, Maryland will receive over $1,000,000 this year
in federal funds to fight crime; and
WHEREAS, This legislation provides discretionary
discretionary grant funds for community crime fighting programs,
and local governments will be able to submit grant applications
directly to the United States Department of Justice; and
WHEREAS, No State or local funds must be committed to
receive the federal grant moneys; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That this Body
the General Assembly strongly recommends that local governments
consider neighborhood security watch programs a crime-fighting
priority; and be it further
RESOLVED, That this Body the General Assembly recommends
that local governments set aside, in their federal grant
applications, a percentage for neighborhood crime prevention
programs should the Federal legislation be enacted into law; and
be it further
RESOLVED, That copies of this Resolution be forwarded to:
the Honorable William Donald Schafer, Mayor of Baltimore, 100
North Holiday Street, Baltimore, Maryland 21202; and the
appropriate 23 counties by the Maryland Association of Counties,
169 Conduit Street, Annapolis, Maryland 21401; and Maryland
Municipal League, 76 Maryland Avenue, Annapolis, Maryland 21401.
