(2) The [Social Services Administration] DEPARTMENT
OF HUMAN RESOURCES shall supervise each shelter home.
(3) The [Social Services Administration] DEPARTMENT
OF HUMAN RESOURCES shall establish standards of care and
admission policies. The [Administration] DEPARTMENT shall
monitor the operation of each shelter home and annually evaluate
its effectiveness.
(4) The [Social Services Administration] DEPARTMENT
OF HUMAN RESOURCES shall by rule and regulation set charges for
services rendered by each shelter home.
(5) Each shelter home is subject to rules and
regulations promulgated by the [Social Services Administration]
DEPARTMENT OF HUMAN RESOURCES. The home shall accept, from the
police and other referral sources in the community, battered
spouses and their children for temporary shelter. Housing may be
provided under this subtitle only if the applicant for housing
is a resident of Maryland at the time application for housing is
made.

(d) The shelter home shall be designed and staffed as
follows:
(1) The shelter shall provide clients with a
temporary residence of not more than 8 continuous weeks and
necessary counseling to link clients to appropriate community
services in order to stabilize the clients' living conditions;
(2) (i) The [Social Services Administration]
DEPARTMENT OF HUMAN RESOURCES shall establish standards of care
and admission policies.
(ii) The [Administration] DEPARTMENT shall
monitor the operation of the shelter home and twice each year
evaluate its effectiveness;
(3) The shelter home is subject to rules and
regulations promulgated by the [Social Services Administration]
DEPARTMENT OF HUMAN RESOURCES.
(4) The home shall accept, from the police and other
referral sources in the community, clients for temporary shelter;
(5) There shall be 20 beds in the shelter home.
(e) The [Social Services Administration] DEPARTMENT OF
HUMAN RESOURCES may contract with private nonprofit organizations
to operate the program.
