Section 231H

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - State Government

2-410.

[Each officer and unit of the State government shall:

(1)  within] WITHIN the amounts made available by
appropriation, EACH OFFICER AND UNIT OF THE STATE GOVERNMENT
SHALL conduct any study that the Committee requests[; and

(2)   submit to the Committee any recommendation or
program that the officer or unit expects to submit to the General
Assembly at its next session and each study or report that
relates to the recommendation or program].

2-504.

(A) The Chairman AND THE VICE CHAIRMAN of the Committee
shall be appointed[, in alternate years:] BY THE PRESIDENT AND
THE SPEAKER FROM THE MEMBERSHIP OF THE COMMITTEE. ONE SHALL BE A
SENATOR APPOINTED BY THE PRESIDENT, AND THE OTHER SHALL BE A
DELEGATE APPOINTED BY THE SPEAKER. THE CHAIRMANSHIP AND VICE
CHAIRMANSHIP SHALL BE ALTERNATED ANNUALLY BETWEEN THE SENATE AND
THE HOUSE.

[(1) by the President, from among the Senators on the
Committee; and

(2) by the Speaker, from among the Delegates on the
Committee.]
