[(d) (1) The Committee, by rule, shall adopt requirements
for faithful attendance and perseverance of its members.

(2) The failure of an appointed member to comply with
those requirements shall be reported promptly to the President or
the Speaker, as the case may be, who immediately shall remove the
member from the Committee.]

2-606.

(a) In addition to any duties set forth elsewhere, the
Committee shall:

(1) [study the following functions, systematically
and in detail:

(i) budget analysis and review;

(ii) capital budget study;

(iii) fiscal policy;

(iv) fiscal research;

(v) legislative post-audit; and

(vi) the operation and efficiency of units of
the State government;

(2)] study, systematically and in detail, all matters
that relate to the Department of Fiscal Services; and

[(3)] (2) review, on the basis of the evaluation
under Article 15A, § 20(b-3) of the Code, each federally funded
project, program, grant, contract, or reimbursement that is
received by the State and that will require an appropriation from
the General Fund in future fiscal years.

(A)  A MAJORITY OF THE FULL AUTHORIZED MEMBERSHIP OF THE
COMMITTEE IS A QUORUM.

(B)  The Committee shall meet at:

(1) AT the times and places that it determines . ;
AND

(C) THE COMMITTEE SHALL MEET

(2)  AT THE CALL OF ITS CHAIRMAN OR, IF THE CHAIRMAN
IS ABSENT, AT THE CALL OF ITS VICE CHAIRMAN.
