Governor with respect to bills and certain executive orders
that become law; altering certain dates; repealing certain
publication requirements; deleting certain requirements with
respect to the purchase of materials, supplies, and
equipment for the General Assembly; excluding printing
contracts for the General Assembly and its staff agencies
from the jurisdiction of the Secretary of General Services;
altering certain reporting requirements regarding joint
resolutions; repealing the requirements that certain
executive bodies make certain reports; providing for
executive orders; deleting the requirement that the
President and Speaker appoint the Chairman, in alternating
years, from certain members of the AELR Committee; requiring
that the Chairman and Vice Chairman of the AELR Committee be
appointed by the Presiding Officers from the Committee's
membership, with one being a Senator appointed by the
President, and the other being a Delegate appointed by the
Speaker; requiring that the Chairmanship and Vice
Chairmanship be alternated annually between the Senate and
the House; requiring the Administrator of the Division of
State Documents to file a copy of a proposed regulation with
the AELR Committee; and generally relating to matters
involving the Legislative Branch of government and its staff
agencies.
