Preamble

WHEREAS, Chapter 141 of the Laws of 1982 as amended by
Chapter 628 of the Laws of 1983 recognized a question as to the
necessity and benefit of processing human, social, cultural, and
educational service agreements under Article 21 of the Annotated
Code of Maryland and Title 21 of COMAR; and

WHEREAS, The Board of Public Works appointed an ad hoc
subcommittee (the "Platman Committee") to review and study this
and related issues and to make recommendations to the Board and
the General Assembly; and

WHEREAS, The Governor subsequently appointed an ad hoc
committee (the "James Committee") chaired by the State Treasurer
