[therefrom] or [the] facilities [thereof], or [(2)] the use by
the District of the services or facilities of any water system[,]
or sewerage system owned or operated other than by the District.
[Any such contract shall be] THESE CONTRACTS ARE subject to
[such] THE provisions, limitations, or conditions [as may be]
contained in the resolution of the Commission [authorizing] THAT
AUTHORIZES THE bonds [of] FOR the District. Any such contract
may provide for the collecting of fees, rates, or charges for the
services and facilities rendered to a county or to [the] ITS
inhabitants [thereof] by [such] THE county or by its agents or by
the agents of the District, and for the enforcement of delinquent
charges for [such] THOSE services and facilities. The provisions
of any [such] contract and of any ordinance or resolution of the
governing body of a county enacted pursuant [thereto shall be
irrepealable] TO IT MAY NOT BE REPEALED so long as any of the
bonds issued under [this] THE authority of this subtitle for
[such] THE District [shall be] ARE outstanding and unpaid, and
the provisions of any such contract, and of any ordinance or
resolution enacted pursuant [thereto shall be and be deemed to
be] TO IT ARE for the benefit of [such] THE bondholders. The
aggregate of any fees, rates or charges which [shall be] ARE
required to be collected pursuant to any such contract or any
ordinance or resolution enacted [thereunder] PURSUANT TO IT shall
be sufficient to pay all obligations which may be assumed by the
other contracting party.
[(o)] (13) Entry upon premises. To enter upon and excavate
any State, County, or municipal street, road, or alley, or any
other public highway[,] for the purpose of installing,
maintaining, and operating the water systems, sewerage systems,
and surface water drainage systems [provided] for [under] WHICH
PROVISION IS MADE BY this subtitle, and to construct in any such
street, road, alley, or public highway[,] a water main, sewer, or
drain or [any] ITS appurtenance [thereof,] without the payment of
a charge[; provided, that whenever]. WHEN any State, County, or
municipal highway is to be disturbed the public authority having
control [thereof] OF IT shall be [duly] notified. [and in the
case of] FOR a State highway, a permit for any such excavation or
construction FIRST shall [first] be obtained from the State
[Roads Commission] Highway Administration, and the COMMISSION
SHALL COMPLY WITH THE rules and regulations of [said State Roads
Commission shall be complied with] THE ADMINISTRATION in [and
during] the performance of any such work[; and provided further,
that said]. THE highway shall be repaired and left by the
Commission [in the same condition as, or] in a condition not
inferior to[,] that [existing] WHICH EXISTED before [said] THE
highway was torn up, and [that] all INCIDENT costs [incident
thereto] shall be borne by the District.
[(p)] (14) Receive grants. To receive and accept from any
Federal agency grants for or in aid of the construction,
acquisition or operation of any project, and to receive and
accept aid or contributions for any source of either money,
property, labor or other things of value, to be held, used and
applied only for the purposes for which [such] THOSE grants and
