corporate undertaking to abide by and fulfill any judgment in
[such] THE appeal or further proceedings.
[(k)] (9) Water and sewerage systems. To combine any water
system and any sewerage system as a single system for the purpose
of operation and financing.
[(1)] (10) Contracts; systems. To enter into contracts with
the Federal Government [,] OR the State of Maryland, or any agency
or instrumentality [thereof] OF EITHER THE FEDERAL GOVERNMENT OR
THE STATE, or with any [municipality,] MUNICIPAL OR private
corporation, copartnership, association or individual in
connection with the services and facilities rendered by any water
system, sewerage system, or surface water drainage system owned
or controlled by the District, the Federal Government, or the
State of Maryland, OF any agency or instrumentality [thereof] OF
THESE ENTITIES, and by any [municipality,] MUNICIPAL OR private
corporation, copartnership, association or individual. Any such
contract may provide[, among other things,]: (i) for the
connection of any water system, sewerage system, or surface water
drainage system of the District with any [corresponding] OTHER
CORRESPONDINGLY OWNED OR CONTROLLED system [owned or controlled
as aforesaid,]; (ii) for the [supplying] SUPPLY or [receiving]
RECEIPT, to or by the District, or any water, sewage, or drainage
to or from such connected system[,]; (iii) for the payment to or
by the District of the cost of any such water, sewage, or
drainage supplied or received, including the cost of ITS
treatment [thereof,]; (iv) for the consolidation under one of the
contracting parties of the administration of billing consumers,
either of the District or of the owner or operator of any such
connected system or systems, for water or sewer service supplied
through any such connection[,]; and (v) for the equitable
contribution by the District or by any such owner or operator to
or on account of the cost of constructing or improving any water
system, sewerage system, or surface water drainage system of the
other, made necessary by the additional burden on any such system
resulting from any such connection.
[(m)] (11) Same; projects. To contract with any
[municipality,] MUNICIPAL or OTHER corporation, individual or any
Public Authority or District of this or any adjoining State, on
[such] terms [as] THAT the [said] Commission [shall deem]
CONSIDERS proper, for the construction and operation of any
project which is in this State or in [such] AN adjoining State.
[(n)] (12) Same; incidental powers. To make and enter into
all contracts or agreements[, as the Commission may determine,]
which THE COMMISSION DETERMINES are necessary or incidental to
the performance of its duties and to the execution of the powers
granted by this subtitle, including contracts with any Federal
agency or with any county, on [such] terms and conditions [as]
the Commission [may approve,] APPROVES, relating to [(1)] the use
by [such] THE agency or by [such] THE county or [the] ITS
inhabitants [thereof] of any project acquired or constructed by
the Commission under this subtitle or [the] ITS services
