28-6. Survey of subdistricts; notice, hearing.

(A)  The Commission shall [cause] HAVE preliminary surveys,
plans, and estimates of financial feasibility [to be] made for
water systems, sewerage systems, and surface water drainage
systems, or for any one or more of such systems, in each
subdistrict created [pursuant to] UNDER Section 28-3 of this
subtitle[, each such]. EACH system [to] SHALL be [so] planned and
[to] be of such extent and capacity as [shall], in the judgment
of the Commission, best [serve] SERVES the needs of the various
communities in any [such] subdistrict, and [as shall promote]
PROMOTES convenience and economy of installation and operation.
[Whenever, and as,]

(B)  AS preliminary plans for a project or projects are
completed, the Commission shall [give] PUBLISH notice [by
publication] FOR 3 WEEKS in at least [one] 1 newspaper published
within the County[, for three weeks,] and [by] SHALL POST AND
CIRCULATE handbills [posted and circulated] in [the portion or]
THOSE portions of a subdistrict where [said] THE project or
projects are contemplated[, and shall state in said]. THE notice
SHALL STATE WHAT IS the probable cost of each [such] project,
THAT the plans of each [such] project may be inspected at the
Commission's office during regular business hours, and that any
person interested in any [such] project will be heard by the
Commission at a time [to be] specified in the notice, which
[shall] MAY NOT be [not] less than [ten] 10 days after [the] ITS
last publication [thereof].

(C)   If, within [ten] 10 days after the date of [any such]
THE hearing, not less than [twenty-five] 25 persons owning
property which will be subject to tax, assessment, or charge to
pay the cost of any project considered at [such] THE hearing,
[shall file] FILE with the Commission a written petition
protesting any [such] project and setting forth [the reason or]
reasons for [any such] THE protest, [then] the Commission shall
decide upon the reasonableness of the objections stated in the
petition[; and shall]. THE COMMISSION SHALL dispose of the [same]
PETITION by written order concurred in by a majority of the
members of the Commission[, which]. THE order shall be published
in the same manner as notices are [herein] required BY THIS
SECTION to be published[ and a copy of which]. COPIES shall be
mailed to [any one or more] ALL of the petitioners.

(D)   If ANY OF the petitioners[, or any of them,] are not
satisfied with the Commission's decision, they [shall have the
right to] MAY take and enter, within [ten] 10 days after the last
publication of [said] THE order [as aforesaid], an appeal to the
County[, which]. THE COUNTY shall review the Commission's
decision and decide [as to the necessity and propriety of]
WHETHER the CONTEMPLATED project [contemplated] IS NECESSARY AND
