and surface water drainage systems, when [any such] THOSE powers
are delegated by [any of the aforegoing] THE PUBLIC GENERAL LAW
to the District, and including but without limiting the
generality of this grant, the following specific rights and
powers:
[(c)] (1) Existence. To continue in existence until [such
time as all] its duties, obligations, and contracts [shall be]
legally ARE transferred, assigned, or terminated and the County
[shall dissolve] DISSOLVES the District by ordinance or
resolution, WHICH IS adopted, filed, and recorded as provided in
Section 28-2 of this subtitle.
[(d)] (2) By-laws. To adopt by-laws for the regulation of
its affairs and the conduct of its business.
[(e)] (3) Seal. To adopt an official seal and alter [the
same] IT at ITS pleasure.
[(f)] (4) Office. To maintain an office at [such] WHATEVER
place or places [as] THAT it [may designate] DESIGNATES.
[(g)] (5) Personnel. To appoint officers, agents,
employees, and [servant,] SERVANTS; to prescribe their duties;
and to fix their compensation.
[(h)] (6) Sue. To sue and be used.
[(i)] (7) Property. To acquire, purchase, hold, lease as
lessee and use any franchise, property, real, personal or mixed,
tangible or intangible, or any NECESSARY OR DESIRABLE interest
[therein necessary or desirable] for carrying out the purposes of
the District and to sell, lease as lessor, transfer and dispose of
any property or interest [therein] IN THE DISTRICT at any time
acquired by [it] THE DISTRICT.
[(j)] (8) Land. To acquire by gift, purchase, or by the
exercise of the right of eminent domain, in the manner prescribed
by Article 33A of the Annotated Code of Maryland [(1957 Edition),
as from time to time amended], lands, [or] rights in land, or
water rights in connection WITH LAND. [therewith; provided,
however, that no property] PROPERTY or any interest or estate
[therein] IN PROPERTY owned by any county, [city, town] MUNICIPAL
CORPORATION, or other political subdivision of the State [shall]
MAY NOT be acquired by the exercise of the power of eminent
domain without the consent of the governing body of [such] THE
county, [city, town] MUNICIPAL CORPORATION, or political
subdivision. [At any time after ten] TEN days after the return
and recordation of the verdict or award in any condemnation
proceedings, the Commission may enter and take possession of the
CONDEMNED property, [so condemned, upon] AFTER first paying to
the Clerk of the Court the amount of [said] THE award and all
costs taxed to that date, notwithstanding any appeal or further
proceedings upon the part of the defendant. At the time of
