[(h)] (M) Surface water drainage system. [The term
"surface] "SURFACE water drainage system" [shall mean and
include], with respect to any subdistrict established under this
subtitle, MEANS AND INCLUDES pipes, pipelines, inlets, outfall
lines, surface water drainage ditches and intercepting ditches
and all equipment, appurtenances, properties, rights, easements
and franchises [relating thereto and deemed] necessary or
convenient by the District for the carrying off and disposal of
storm or surface waters.

[(f)] (N) Water system. [The term "water] "WATER system"
[shall mean and include] MEANS AND INCLUDES, with respect to any
subdistrict established under this subtitle, all plants, systems,
facilities or properties used or useful or having the present
capacity for future use in connection with the supply or
distribution of water and any OF ITS integral [part thereof]
PARTS, including water supply systems, water distribution
systems, reservoirs, dams, wells, intakes, mains, laterals,
pumping stations, standpipes, filtration plants, purification
plants, hydrants, meters, valves, equipment and appurtenances,
and all properties, rights, easements and franchises relating
[thereto] TO THEM and deemed necessary or convenient by the
District for [the] ITS operation [thereof], and including any
part of any of the foregoing outside a subdistrict but connected
to and necessary for the operation of a water system [therein] IN
IT.

28-2. Creation of Sanitary District.

(a)  Created; powers.

(1)  There is [hereby created] a public body politic
and corporate of the State of Maryland[, to be] known as the
Washington County Sanitary District[, which].

(2)  THE DISTRICT shall be organized [and shall have]
and may exercise the powers and duties conferred by this subtitle
whenever the County [shall], by ordinance or resolution filed and
recorded as [herein] provided IN THIS SUBTITLE, [find] FINDS that
there is a need for [said] THE District, and [declare] DECLARES
that [the same] THE DISTRICT shall function [hereunder] UNDER
THESE PROVISIONS.

(b)  Boundaries; members.

(1) In addition to such finding and declaration,
[such] THE ordinance or resolution shall set forth the boundaries
of [said] THE District, which may embrace all of Washington
County or any [part or] OF ITS parts [thereof], whether or not
contiguous[, but which shall].
