as provided in this section, before the issuance of [such] THE
licenses.[, and provided that no] A license [shall] MAY NOT be
granted to any person under [the] 21 YEARS OF age. [of twenty-one
(21) years, nor shall any] A license MAY NOT be granted to any
person who has not taken and subscribed an oath that he has had
at least [three (3)] 3 years' actual experience EITHER as a
Master Electrician [within the meaning of this subtitle,] or as a
journeyman electrician in [such] THE class or classes of
electrical business or work, as [in the opinion of] the Board
BELIEVES [shall have] HAS properly fitted the applicant for a
license as a Master Electrician.
(b) Arbitration; bond. Any person whose application for a
license [shall have] HAS been rejected by [said] THE Board[,
shall have] HAS the right to appeal to a Board of Arbitration.[,
which] THE BOARD OF ARBITRATION shall consist of [one] 1 person
selected by the person making the appeal[, one] AND 1 person
selected by the Board. [herein created, and these two to] THESE 2
MEMBERS SHALL select a third person, and the decision of [said] A
MAJORITY OF THE Board of Arbitration [or a majority of them]
shall be final and binding upon all of the parties to [said] THE
appeal.[; the] THE members of [said] THE Board shall be paid [the
sum of five dollars ($5.00)] $5 each, which sum shall be
deposited with the Board [herein created] by the person taking
[said] THE appeal. [and if] IF the [said] Board of Arbitration
[shall affirm] AFFIRMS the decision of the Board [herein
created], the money so deposited shall be used to pay [said] THE
Board.[; if] IF, however, [such] THE decision [be] IS reversed,
the [said] Board of Arbitration shall be paid out of the funds in
the hands of the Board [herein created,] and [said] THE deposit
of [fifteen dollars ($15.00)] $15 shall be returned.[; provided,
further, that each] EACH applicant shall pay to the Treasurer of
[said] THE Board of Electrical Examiners[, the sum of fifteen
dollars ($15.00)] $15 for [such] THE license.[, and provided,
further, that every person before] BEFORE receiving a license,
EVERY PERSON shall make, execute and deliver to [said] THE Board
a good and sufficient bond to be approved by [said] THE Board, in
the name of the State of Maryland, in the penal sum of [one
thousand dollars ($1,000.00)] $1,000.[, the bond to] THE BOND
SHALL be conditioned upon the faithful performance of any and all
work entered upon or contracted for by [said] THE Master
Electrician and [to] SHALL save harmless the owner, or real party
in interest in the property, for which any such material is
furnished, [or] FOR services performed against loss, damage, and
injury which [shall] arise through want of skill, or through the
failure to use suitable or proper material in the performance of
any work contracted for or undertaken by [said] THE Master
Electrician, or his agents or employees.[, and an] AN action may
be maintained [thereon] in the name of [such] THE owner or real
party in interest only[,] if commenced within [one (1)] 1 year
from and after the date of the installation of the materials
furnished or performance of [such] THE work or service. (1957
