12-2. Oath; officers; by-laws.
The members of [said] THE board shall [respectively] take
and subscribe the oath required by other State officers. They
[shall have power to] MAY elect out of their number[,] a
President, Secretary, and Treasurer, and [to] adopt [such] THE
rules and by-laws for the transaction of business of the Board
[as] THAT they [shall deem expedient] CONSIDER NECESSARY. (1957

12-3. Compensation of Board members.
(A) (l)Each member of [said] THE Board shall receive [a]
compensation of [ten dollars ($10.00)] $10 per day subject to a
maximum of [one hundred dollars ($100.00)] $100 per year for
actual service in attending meetings of the Board.
(2) [which] THE compensation shall be paid out of any
[moneys] FUNDS in the hand of the Treasurer of [said] THE Board.

THE Board may receive [such] additional compensation as the Board
[may deem] CONSIDERS just and reasonable, [and for which] SUBJECT
TO the by-laws of the [said] Board.

MAY NOT be paid out of the funds in the State Treasury or become

12-4. Meetings of Board; regulations.
(A) [Said] THE Board shall meet at least quarterly in each
year in Hagerstown and shall hold special meetings as frequently
as the proper and efficient discharge of its business [shall
require,] REQUIRES.
(B) (1) [and said] THE Board shall adopt [such] rules and
regulations for the examinations of Master Electricians [as
herein defined,] and for the [placing] PLACEMENT, [installing]
INSTALLATION, and [operating] OPERATION OF electrical wires,
appliances, apparatus, or construction in, upon and about
buildings in Washington County.
(2) [, and when so] WHEN adopted, [such] THE rules
and regulations [shall] have the same force and effect as [if
herein contained,] LAW. [and the] THE rules of [said] THE Board
ALSO shall [also] provide for the giving of timely notice of such
meetings to all those who [shall] have made application for a
