12-1. Board appointed; qualifications, tenure.

(A)  The [Board of] County Commissioners [of Washington
County] shall[, within thirty (30) days after June 1, 1951,]
appoint a [board which shall be known as the] Board of Examiners
and Supervisors, consisting of [three (3)] 3 5 persons, for the
purpose of examining into the qualifications and capabilities of
all persons who are engaged or desire to engage in the business
of Master Electrician as defined in this subtitle.

(B)  The board [so appointed] shall consist of [two] 2 4
5 competent persons[, ] WHO ARE familiar with the electrical
business[, residing in Washington County].[, and having] THOSE
PERSONS SHALL HAVE been residents [thereof] OF THE COUNTY for at
least [five] 5 years.[, one of whom] ONE PERSON shall be selected
from an electric public utility company doing business in
Washington County[,] and the other, ONE PERSON 2 PERSONS SHALL BE
from among the duly licensed Master Electricians in [said] THE
County, AND 2 MEMBERS 1 MEMBER SHALL BE APPOINTED AT-LARGE.[, and
whose] THEIR term of office shall be for [two] 2 years.[, and]

(C)  THE THIRD FIFTH MEMBER SHALL BE a member of a Volunteer
Fire Company in [said] THE County, [whose] HIS term of office
shall [run for] BE COTERMINOUS WITH the same period of time that
he [shall hold] HOLDS office as president of [said] THE
association.

(D)   Should [any] A vacancy occur [from any cause] during
the term of any board [as herein provided], the [Board of] County
Commissioners [of Washington County] shall appoint [someone] A
PERSON to fill [such vacancy] THE VACANT POSITION. The [Board
of] County Commissioners [of Washington County shall have full
power to] MAY remove any member of the board for incompetency or
improper conduct upon satisfactory evidence being presented to it
