of the Navy to name an aircraft carrier the "U.S.S. Antietam".
Joint Resolution 23, 1957, requested the appointment of a
commission to arrange plans for the centennial celebration of the
Battle of Antietam.
(2) Sec. 2, ch. 823 of 1974, provided as follows: "SECTION
2. AND BE IT FURTHER ENACTED, That if the County Commissioners of
Washington County enacts an ordinance or ordinances having the
effect of amending Section 8-4(a) of the Code of Public Local
Laws of Washington County pertaining to duties of the County
Clerk, in accordance with the provisions of Section 8-4(b) of
that Code, the County Commissioners shall forward, five copies of
each of such ordinance to the State Department of Legislative
Reference within two weeks after the effective date of the
ordinance."
(3) Sec. 2, ch. 548 of 1974, provided as follows: "SECTION
2. AND BE IT FURTHER ENACTED, That all sales or conveyances of
real estate heretofore made by the County Commissioners of
Washington County and all purchases or conveyances of real estate
heretofore made to the County Commissioners are hereby ratified
and approved."

(5) The preamble of ch. 308 of 1961 was as follows:
"WHEREAS, statistics show that the Washington County Jail
has an average daily inmate population of sixty (60), and that
the majority of these inmates are alcoholics; and
"WHEREAS, the criminal alcoholic is usually a continuous
repeater and periodically re-sentenced to the jail, many of such
persons spending eleven (11) months of the year in jail; and
"WHEREAS, the cost for confining inmates to jail is an
expensive burden on the taxpayer; and
"WHEREAS, most habitual cases are, in the eyes of Medical
authorities, characterized as "sick people"; and
"WHEREAS, there are many individuals and organizations
interested in the rehabilitation of alcoholics; now therefore.
(6) Ch. 318, 1931, added a new section 149A to the 1930
Edition of the local code, authorizing and directing the County
Commissioners of Washington County to pay to the Mayor and
Council or the Burgess and Commissioners of the incorporated
cities and towns in the county certain sums of money for the
repair, maintenance and/or improvement of streets and roads. At
a referendum election on November 8, 1932, the Act was rejected
by a vote of 7,022 "for" and 9,188 "against". See 1933 Session
Laws, p. 1371.
