pension costs allowed medical system corporation employees in the
rate structure approved by the Maryland Health Services Cost
Review Commission. In the event that the pension costs for
medical system university personnel are higher than the pension
costs allowed by the Maryland Health Services Cost Review
Commission, the Governor annually shall provide in the State
budget adequate funds to contribute the differences to the
respective State retirement systems in which the medical system
university personnel participate That a plan will be
cooperatively developed by the Medical System Corporation and the
Department of Budget and Fiscal Planning which specifies the
method for calculating any difference between the pension costs
for medical system university personnel and the pension costs
allowed by the Maryland Health Services Cost Review Commission
and which specifies the amount of State funding required each
year to cover any difference and sets the date on which State
funding will cease. Except as provided in this section, the
medical system corporation shall reimburse the university for all
costs incurred for the employment of medical system university
personnel. Costs related to the employment of part-time medical
system university personnel shall be apportioned between the
University and the medical system corporation.
SECTION 4. AND BE IT FURTHER ENACTED, That:
(a) The board of directors of the medical system
corporation will continue to obtain a consolidated rate order
from the Health Services Cost Review Commission which establishes
separate rates, and revenue and expense centers for the clinical
component of the Institute.
(b) All revenue generated by the clinical component of the
Institute will be allocated to the Institute less overhead costs.
Institute funds held by the medical system corporation are
designated for specific purposes and will remain separate and
earmarked as a dedicated Institute profit/cost center.
(c) Proper procedures and controls will be implemented by
the medical system corporation to ensure the integrity and
separation of Institute financial and statistical information.
(d) To the extent provided by the annual contract the
director of the Institute may utilize the administrative systems
of the medical system corporation to support nonclinical
components of the Institute.
(e) The field operations, research, educational, and
general funded clinical component budgets of the Institute will,
after coordination with appropriate representatives of the
University of Maryland at Baltimore City, be submitted through
the chancellor and president for approval by the board of
regents.
