(6)  One from the State Board of Medical Examiners;

(7)  One from the State Board of Examiners of Nurses;

(8)  One from the Health Services Cost Review
Commission;

(9)  One from the Association of Colleges of Nursing;

(10)  One from the Council of Nursing Service
Administrators;

(11)  Two from the general public;

(12)  Two members of the Senate; and

(13)  Two members of the House of Delegates.

(b)  The organizations listed in paragraphs (1) through (8)
of subsection (a) of this section shall submit, respectively, a
list of three nominees for the Governor's choice.

(c)  When a vacancy occurs on the Commission, the Governor
shall promptly appoint a person from the constituency served by
the member who vacated the Commission.]

The Commission shall:

(1)  Survey the distribution of professional
registered nurses presently employed in Maryland, identify
geographical areas, and practice settings experiencing a nursing
shortage;

(2)  Identify by numbers and geographical area
professional nurses currently licensed but not employed in the
nursing field;

(3)  Identify reasons for the shortage of professional
registered nurses in hospitals, nursing homes, and other
institutions;

(4)  Assess the impact that the curricula of
educational institutions have on the practice setting of
professional registered nurses;

(5)  Assess the consequences in health and dollars of
too few or of too many professional registered nurses;

(6)  Recommend incentives and mechanisms to encourage
inactive nurses to reenter the nursing field;

(7)  Recommend means for increasing the supply of
professional nurses in geographical areas and practice settings
suffering the greatest shortage.]
