In addition to the duties set forth elsewhere in this title,
the Administration shall:

(8) Submit, subject to § 2-1312 OF THE STATE
GOVERNMENT Article [40, § 51 of the Code]:

(i) An annual report to the Department, the
Governor, and the General Assembly;

(ii) Any additional report that the Department,
Governor, or General Assembly requests; and

(iii) Periodically to the Department and, in
the discretion of the Administration, to the Governor or General
Assembly, recommendations:

1.   To further the rehabilitation of
chronic alcoholics;

2.   To prevent the excessive and abusive
use of alcoholic beverages; and

3.   To promote moderation in the use of
alcoholic beverages.

(b)  The State Advisory Council shall:

(1) Submit an annual report on its activities to the
Governor and, subject to § 2-1312 OF THE STATE GOVERNMENT Article
[40, § 51 of the Code], to the General Assembly;

(c)   In addition to the duties set forth elsewhere in this
title, the Director shall:

(6) Submit:

(i) An annual report to the Secretary, TO the
Governor, and, subject to § 2-1312 OF THE STATE GOVERNMENT
Article [40, § 51 of the Code], TO the General Assembly; and

(ii) Any additional report that the Secretary,
Governor, or General Assembly requests; and
