(b) The Advisory Commission shall make recommendations to
the Secretary regarding the rules and regulations as promulgated
under this subheading as it shall from time to time deem
necessary or desirable. [Subject to Article 40, § 51 of the
Code, the] THE Advisory Commission shall submit an annual report
to the Secretary and, SUBJECT TO § 2-1312 OF THE STATE GOVERNMENT
ARTICLE, TO the [legislature] GENERAL ASSEMBLY regarding rules,
regulations, and programs relating to this subheading.

(a) Subject to the provisions of § 369A, the Commission has
the powers and duties listed in this section and elsewhere in
this subtitle or delegated to it by the Secretary of Economic and
Community Development.
(j) To report annually to the Secretary of Economic and
Community Development and, subject to § 2-1312 OF THE STATE
GOVERNMENT Article [40, § 51 of the Code], to the General
Assembly [of the State of Maryland] as to [its] THE COMMISSION'S
activities during the preceding year, together with any
recommendations or requests it deems appropriate to further the
purposes of the Commission.

The Authority shall submit annually a written statement,
including a financial statement covering the operation of the
market and the park to the Governor and, subject to § 2-1312 OF
THE STATE GOVERNMENT Article [40, § 51 of the Code], to the
General Assembly.

At the annual meeting of the Board, the Board shall make
public its annual report which shall include a financial
statement. This report shall be submitted to the Governor;
subject to § 2-1312 OF THE STATE GOVERNMENT Article [40, § 51 of
the Code], to the [Maryland] General Assembly; to the city or
county council and the board of county commissioners of the
political subdivisions of the region; to the [State] Board of
Public Works; to the Maryland Arts Council; and to the Regional
Planning Council.

(b) The Administration shall prepare an annual report by
December 1 for the Governor and, subject to § 2-1312 OF THE STATE
GOVERNMENT Article [40, § 51 of the Code], for the General
Assembly for the preceding State fiscal year. The report shall
contain a summary of the energy projects that obtained financial
assistance from the Administration and, for each project or class
of projects, the estimated energy savings and energy supply
additions. The report shall also list the source and amount of
any contribution, gift, or other donation received by the
