"proposed regulations", to clarify that subsection (c)
of this section applies to regulations submitted under
subsection (a) or subsection (b) of this section.
Former Art. 41, § 256F(i) specifically excepted
emergency adoption, but § 256F(b)(3) did not indicate
whether or not the requirements as to use of the
symbology applied to the text of a regulation to be
published after emergency adoption. However, the
practice of the Division always has been to require
use of its symbology.

10-113. CHANGES IN PROPOSED REGULATIONS.
(A) IN GENERAL.
IF A UNIT WISHES TO CHANGE THE TEXT OF A PROPOSED REGULATION
SO THAT THE TEXT SUBSTANTIALLY DIFFERS FROM THE TEXT PREVIOUSLY
PUBLISHED IN THE REGISTER, THE UNIT MAY NOT ADOPT THE PROPOSED
REGULATION UNLESS IT IS PROPOSED ANEW AND ADOPTED IN ACCORDANCE
WITH THE REQUIREMENTS OF §§ 10-111 AND 10-112 OF THIS SUBTITLE.
(B) SYMBOLOGY.
IF THE REGULATION IS PROPOSED ANEW, THE CHANGES IN THE TEXT
SHALL BE SHOWN WITH THE SYMBOLS THAT THE ADMINISTRATOR REQUIRES.
REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 41, §
256F(f).
In subsection (a) of this section, the restriction
"may not adopt the proposed regulation unless ..." is
substituted for the former reference to submission "as
though for initial publication", to clarify that the
time limitations and other requirements apply.

10-114. NOTICE OF ADOPTION.
(A) REQUIRED.
AFTER ADOPTING A REGULATION, A UNIT SHALL SUBMIT TO THE
ADMINISTRATOR A NOTICE OF ADOPTION, FOR PUBLICATION IN THE
REGISTER.
