(1) VETERANS AND VETERANS' GROUPS; AND
(2) THE GEOGRAPHICAL AREAS OF THE STATE.
REVISOR'S NOTE: Subsections (a), (b)(1) and (4), and (c) of
this section are new language derived without
substantive change from former Art. 96 1/2, § 53(b)
and the first, second, and fourth sentences of (a).
Subsection (b)(2) of this section is new language
substituted for the third sentence of former Art. 96
1/2, § 53(a), which specified the initial terms of
members and which is deleted as obsolete.
The terms of the members serving on October 1, 1984
end as follows: (1) 3 in 1985; (2) 3 in 1986;
(3) 2 in 1987; and (4) 3 in 1988.
Subsection (b)(3) of this section is standard language
added to avoid gaps in membership by providing that a
member serves until a successor takes office. This
provision is supported by the cases of Benson v.
Mellor, 152 Md. 481 (1927) and Grooms v. LaVale Zoning
Board, 27 Md. App. 266 (1975).
Throughout this section and this Part III of this
subtitle, the term "member" is substituted for the
former references "trustee[s]", to conform to other
similar provisions in this article.
In the introductory clause of subsection (a) of this
section, the number "15" is substituted for the former
reference "12", which failed to reflect the ex officio
members under subsection (a)(2)(i) through (iii) of
this section.
Subsection (a)(2)(iv) of this section is revised to
make the Chairman of the Maryland Veterans Commission
an "ex officio member". Although the second clause of
the first sentence of former Art. 96 1/2, § 53(a)
referred to "a person who is currently the chairman"
and could be read to mean the individual who was
chairman when Ch. 575, Acts of 1975, enacted former §
53(a), this reading could leave a gap in the
membership.

(A) IN GENERAL.
FROM AMONG ITS MEMBERS, THE VETERANS' HOME COMMISSION SHALL
ELECT A CHAIRMAN, A SECRETARY, AND ANY OTHER OFFICERS THAT THE
COMMISSION CONSIDERS APPROPRIATE.
