REVISOR'S NOTE: This subsection is new language derived
without substantive change from former Art. 41, §
483(a)(2) and (4).
In paragraph (l)(i) of this subsection, former Art.
41, § 483(a)(2), which defined "[d]isadvantaged
person", is combined with the first and second
sentences of § 483(a)(4), since the former term
"disadvantaged person" and the former, similar words
"[t]he disadvantage" appeared only in those sentences
of former § 483(a)(4). Therefore, a separate
definition of "disadvantaged person" was unnecessary.
Also in paragraph (l)(i) of this subsection, the
former phrase "chronic economic circumstances of
background" is deleted as unnecessary in light of the
existing broader reference to any "economic
disadvantage".
In the introductory clause of paragraph (2) of this
subsection, the former language "but is not limited
to" is deleted as unnecessary in light of the use of
the defined term "includes".
In paragraph (2)(iii) of this subsection, the term
"Black" is substituted for the former reference to
"Negroes", since the Office of Minority Affairs
indicates that "Black" is the preferred term.
In paragraph (2)(v) of this subsection, the term
"Hispanic" is substituted for the former reference to
"Spanish speaking Americans", since "Hispanic" is the
preferred term.
In paragraph (2)(viii) of this subsection, the noun
"woman" is substituted for the former word "females"
since, while the former word may be used either as a
noun or adjective, its preferred usage is as an
adjective.
