Governor "before each session", to reflect that, in
practice, the Commission submits the same report to
the Governor and the General Assembly and only submits
a report before a "regular" session.

The first clause of the second sentence of former Art.
41, § 153, which referred to having and exercising
"the rights, ... and functions now or hereafter
conferred by law", is deleted as surplusage.

SUBTITLE 3. OFFICE OF MINORITY AFFAIRS.

9-301. DEFINITIONS.

(A)  IN GENERAL.

IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.

REVISOR'S NOTE: This subsection formerly appeared as Art.
41, § 483(a)(1).

The only changes are in style.

(B)  DIRECTOR.

"DIRECTOR" MEANS THE DIRECTOR OF THE OFFICE OF MINORITY
AFFAIRS.

REVISOR'S NOTE: This subsection is new language added to
avoid repetition of the full title "Director of the
Office of Minority Affairs".

(C)  MINORITY PERSON.

(1)  "MINORITY PERSON" MEANS:

(I)  AN INDIVIDUAL WHO HAS BEEN DEPRIVED OF THE
OPPORTUNITY TO DEVELOP AND KEEP A COMPETITIVE POSITION IN THE
ECONOMY BECAUSE OF A SOCIAL OR ECONOMIC DISADVANTAGE THAT ARISES
FROM CULTURAL, RACIAL, OR OTHER SIMILAR CAUSES; OR

(II)  A SHELTERED WORKSHOP FOR HANDICAPPED
INDIVIDUALS.

(2)  "MINORITY PERSON" INCLUDES:

(I) AN ALEUT;

(II) AN AMERICAN INDIAN;
