(h) In Wicomico County the board of license commissioners
may impose a fine of not more than [$1,000] $2,000 or suspend a
license OR BOTH FINE AND SUSPEND for any violation that is cause
for suspension under the alcoholic beverage laws affecting
Wicomico County.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
be construed only prospectively and may not be applied or
interpreted to have any effect upon or application to any event
or happening occurring prior to the effective date of this Act.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

AN ACT concerning

Cecil County - Purchase Orders

FOR the purpose of repealing the exception for the purchase of
supplies in the Cecil County law that requires purchase
orders to be obtained for all purchases; requiring that in
Cecil County purchase orders be obtained for purchases of
all goods and services over a certain value; and providing a
penalty for violation of this Act.
