SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Chapter 546 of the Acts of 1996
SECTION 2. AND BE IT FURTHER ENACTED, That:
(b) It is the intent of the General Assembly that a portion of tuition be waived
only if:
(1) THE MEMBER OF THE MARYLAND NATIONAL GUARD REGISTERS FOR
AND ATTENDS A regularly scheduled course [space is available];
(2) the member of the Maryland National Guard is enrolled at the
institution; and
(3) the Maryland Adjutant General has certified that the member of the
Maryland National Guard has at least 24 months remaining to serve or has agreed in
writing to serve for a minimum of 24 months.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2005.

AN ACT concerning
State Highway Administration - Bus Passenger Shelters and Advertising
Signs Shelter Program
FOR the purpose of authorizing the State Highway Administration to enter into
certain agreements for the construction, operation, and maintenance of certain
public transit bus passenger shelters displaying certain commercial advertising
signs on State rights-of-way; authorizing the Administration to establish
certain conditions regarding advertising on bus passenger shelters and to
receive certain compensation; providing for a right of termination of such
agreements under certain circumstances authorizing a municipal corporation,
county, or transit operator to enter into an agreement to construct, operate, and
maintain bus passenger shelters on a State right-of-way; providing that a
certain agreement may allow certain commercial advertising signs to be
displayed on bus passenger shelters; requiring a municipal organization, county,
or transit operator to apply to the Administration for certain permits under
certain circumstances; authorizing the Administration to issue a certain permit
if certain conditions are met; requiring a certain permit to include certain
provisions and serve as a certain agreement with the State; prohibiting the
Administration from unreasonably withholding approval of a certain permit
