(5) Except as otherwise provided by law, to hold the local department [of
social services] responsible for providing services to assist the parents with
remedying the circumstances that required the court's intervention;

(a) (1) Except as otherwise provided in this subtitle, the Maryland Rules
govern the format of a petition and of other pleadings and the procedures to be
followed by the court and parties under this subtitle.
(2) EACH DOCUMENT THAT A LOCAL DEPARTMENT SERVES ON A
PARENT UNDER THIS SUBTITLE SHALL INCLUDE INFORMATION ABOUT THE
WEBSITE THAT THE DEPARTMENT OF HUMAN RESOURCES MAINTAINS UNDER
ARTICLE 88A, § 18 OF THE CODE.
3-812.
(a) (2) "Crime of violence" [has]:
(I) HAS the meaning stated in § 14-101 of the Criminal Law
Article; OR
(II) AS TO A CRIME COMMITTED IN ANOTHER STATE, MEANS A
CRIME THAT, IF COMMITTED IN THIS STATE, WOULD BE A CRIME OF VIOLENCE AS
DEFINED IN § 14-101 OF THE CRIMINAL LAW ARTICLE.
(b) In a petition under this subtitle, a local department may ask the court to
find that reasonable efforts to reunify a child with the child's [natural] parent or
guardian are not required if the local department concludes that a [natural] parent
or guardian has:
(1) Subjected the child to:
(i) Chronic abuse;
(ii) Chronic and life-threatening neglect;
(iii) Sexual abuse; or
(iv) Torture;
(2) Been convicted, IN ANY STATE OR ANY COURT OF THE UNITED
STATES, OF:
(i) [In this State of] a crime of violence against:
1. A MINOR OFFSPRING OF THE PARENT OR GUARDIAN;
2. the child [,the other natural]; OR
3. ANOTHER parent OR GUARDIAN of the child [, another
child of the natural parent, or any individual who resides in the household of the
natural parent]; OR
