(VI) EMPLOYEES WHOSE MAIN RESPONSIBILITY IS TO MANAGE OR
DIRECT INDEPENDENTLY THE ASSETS AND AFFAIRS OF THE BALTIMORE AUTHORITY.
(B) BINDING ARBITRATION.
THE BALTIMORE AUTHORITY MAY ENGAGE IN BINDING THIRD-PARTY
ARBITRATION OF:
(1) DISPUTES OVER A TERM OR CONDITION OF EMPLOYMENT; AND
(2) GRIEVANCES THAT RELATE TO THE INTERPRETATION OR
APPLICATION OF A WRITTEN COLLECTIVE BARGAINING AGREEMENT, EMPLOYMENT
REGULATION, OR WORK RULE.
(C) COLLECTIVE BARGAINING.
THE BALTIMORE AUTHORITY MAY EXERCISE ANY POWER THAT IS NECESSARY
AND APPROPRIATE TO ESTABLISH AND IMPLEMENT A SYSTEM OF COLLECTIVE
BARGAINING WITH ITS EMPLOYEES.
REVISOR'S NOTE: This section is new language derived without substantive
change from former Art. 44A, § 3-105.
In subsection (a)(1) of this section, references to maintenance,
housekeeping, technical, administrative, clerical, and supervisory
"personnel" are added for clarity.

GENERAL REVISOR'S NOTE TO TITLE:
The first sentence of former Art. 44A, § 5-103(c), which stated that the State
public body has the powers enumerated in this Division II to aid and cooperate with
the Baltimore Authority in the planning, undertaking, construction, or operation of
housing projects for persons of eligible income, is deleted as unnecessary in light of §
12-506(b) of this article.
