COUNTY LOCAL LAWS
HOWARD COUNTY Bill No. 3-2005 AN ACT amending provisions applicable to the floodplain to comply with Federal
Emergency Management Agency requirements; adopting new provisions to
prohibit illicit connections and to prohibit certain discharges into storm
drainage facilities or waterways; amending provisions applicable to private
storm drainage facilities; amending storm water management requirements
concerning field inspections; allowing fee-in-lieu of funds for best management
practices, watershed studies and stream restorations; and generally relating to
floodplain requirements and stormwater management. [Sections 16.702(c) and (d), 16.703, 16.705, 18.903(e), and 18.908 of the Howard
County Code - Repealed Sections 16.146(c)(18), 16.700, 16.701, 16.702, 16.704, 18.500 through 18.507, 18.901,
18.902(a), 18.904 and 18.907 of the Howard County Code - Amended]
Bill No. 4-2005 AN ACT amending the Building Code of Howard County; changing the term
"floodplain district" to the term "floodplain"; amending the requirements for
work exempt from a permit; amending insulation requirements; correcting
chapter references; making technical corrections; and generally relating to the
Howard County Building Code. [Section 3.101(a) of the Howard County Code -Amended Section 3.102(b)(10-A) and (28) of the Howard County Code -Added]
Bill No. 5-2005 AN ACT establishing licensing requirements for a person acting as a pawnbroker or
secondhand dealer or operating a pawnbroker or secondhand dealer
establishment; requiring that such persons keep certain records, hold items for
a certain period of time, permit certain inspections, release certain property
under certain conditions, and comply with certain operating conditions;
imposing penalties for violations of this Act; setting the fees for an application
and license; and generally relating to pawnbrokers and secondhand dealers in
Howard County. [Section 14.1000 through 14.1021 of the Howard County Code -Added]
Bill No. 8-2005 AN ACT amending provisions of the Howard County Code that relate to certain
Shared Sewage Disposal Facilities; specifying that only the County or a
